Ukrainian President Volodymyr Zelensky States Absence of Clear Defense Guarantee from European Partners

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to end the war with Russia is reached.

However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on Tuesday.

Details of the Paris Talks

After the Paris talks, which included some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if European countries would defend Ukraine.

"But as long as we don't have such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this question cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Recently, the President indicated a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the center of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
